Responsibility for MH17 downing

It was 17 July 2014, Malaysian airlines flight was travelling from Amsterdam to Kuala Lumpur. Initially it was lost but afterwords investigated by Joint Investigation Team (JIT) to find the root cause. As per the investigation report airline was downed by a surface to air missile by the pro-Russian separatist controlled Ukrine. All 283 passengers and 15 crew on-board were dead. Considering the fact its a case of killing in broad daylight. The shoot - down occurred in the War of Donbass, an arms conflict in the area of Donbass of Ukrine. 

MH - 17 

Recently Netherlands and Australia said that Russia is responsible for deployment of air missile system. Buk installation was used to down MH17. Russian Defense minister blamed the investigation team for ignoring eyewitness of Ukrainian community. Moscow has rejected the blame for crashing the flight. 

Was it a failure of ground Radar system?  I served in sea for long time as weapon electrical engineer. Most of the time we carried tactical game exercise at night. In some cases it was difficult to identify nature of objects. By analyzing a moving data, motion and route, we generally define nature of object and threat. 

But loss of innocent life cannot be accepted. Whether Russia accept liability of not, full compensation must require to victim family.
